Mid-County Democratic Committee Press Release On Redistricting Ruling

Upper Providence Township, PA October 13, 2023.  After a May 2023 hearing, the Delaware County Court of Common Pleas issued its decision on September 29 regarding challenges to the fully vetted and open redistricting process submitted by the Upper Providence Township Council (UPTC). Despite recent Republican allegations in court and public statements, the Judge’s one paragraph ruling has absolutely no reference to gerrymandering or other misconduct.

The issue the Court addressed was simply whether UPTC’s formation of districts based on population rather than electors was erroneous. The Court sent the matter back to UPTC, with instructions to “revise the map in a manner that ‘divide(s) its electorate into five voting districts which shall be as even in number of electors as practicable.’ “

Founded on the results of the 2020 Federal Census, UPTC began the redistricting process for the first time in thirty years. The Mid-County Democratic Committee fervently believes that the UPTC oversaw a complex redistricting process with a goal of equal and fair district composition. The UPTC requested public input, facilitated multiple public meetings (including two special meetings of Council on redistricting), and developed multiple map options.  At last night’s Township Council meeting, the elected officials of Upper Providence Township Council unanimously voted to appeal this decision. We support the Council in its vote to appeal.
